Free stuff yeah
If a freebee starts on 9/24 at 12:01am Eastern time, how can we in Hawaii sign up because we’d have to sign up at about 6pm on 9/23 because we are 6 hours behind the east coast. I would think we would be eliminated because we are signing up on the wrong date.

Assuming Hawaii is included in the offer, then yes, you would just adjust the time depending on which time zone you are in. In your case a midnight freebie Eastern Time would in fact take place at 6pm for you 🙂
